Diversity is a good thing.
Besides after Maleficent, Ursula is easily the most popular female villain.
To be honest, before I came to UD, most people felt Cruella was Disney's greatest villain after The Evil Queen. In several polls I've seen, Cruella comes first pretty often. I think those two are the only ones to appear on the AFI villain countdown, too.
But it's the same reason Mulan won the Heroines countdown over Ariel. We know Ariel will always be the most popular.

I think Cruella's popularity has gone down over the years personally. She is awesome in the 1961 film but the live action films, TV show and sequels have reduced her to an overly camp villain. She was campy in the original film but she had presence and intimidation and the puppies were terrified of her. In the live action film she did have menace but was beaten in very slapsticky ways which diminshes her menace.
Maleficent has definately taken over as the most popular villain over the last few years from what I've seen. She is ALWAYS on the villain merchandise the same way Ariel and Cinderella are always on the princess mercahndise. Ursula as I said comes in as a close second because The Little Mermaid is so popular and she is like Cruella in the sense that she is campy but menacing. Ursula however retains her menace from not appearing as camp in sequels ect. The Evil Queen and Cruella would be next possibly tied. I might give the upper edge to Queenie because she is magical and fits in more apperance wise with Mally and Ursula. And Cruella is classic of course.
After those four I would say Lady Tremiane comes in as the next most popular or well known atleast and then possibly the Queen of Hearts. Then the rest of them kind of are hit or miss in terms is popularity and fame.
And Ariel and Cinderella are most definately the most popular princesses. Belle and Aroura are also very popular.
