Questions about Pirates of the Caribbean game for the PC

First, is this title from Bethesda Softworks Inc (known for their Morrowind titles) the same game that was previously announced as Sea Dogs II ?

Secondly, anyone here picked this one up and if so what are your initial thoughts? I think it looks like a pretty interesting game...I'm just not in teh mood to shell out $49.99 for it at the moment.
