This film has been in development hell for years. I don't see it ever happening. POTC was already on its way out with the fifth movie and that still had Johnny Depp. Now they can't even count on that so who exactly will be coming to see this without him??
And the most ironic thing is that Orlando Bloom even said the fifth movie was intended as a soft reboot (which is why it feels like a pale imitation of remaking the original movie) so now we're getting another reboot?
