I think probably the Whole New World sequence, though parts of Lady & The Tramp, Beauty & The Beast, and Cinderella certainly compete.

I actually feel that the following 4 are equally the best romantic scenes...
The Lion King's "Can You Feel The Love Tonight" sequence
Aladdin's "A Whole New World" sequence
Beauty and the Beast's "Beauty and the Beast" sequence
The Little Mermaid's "Kiss the Girl" sequence
Lady and the Tramp's "Bella Notte" scene never did anything to me, though.
