Who Is The Most Evil Disney Villain?
Who is the most evil Disney villain?
For me, it would have to be Frollo. He hunts down and kills gypsies, he almost downs Quasi just because he is different, and he only lets him live for his own selfish reasons. Frollo is lusting after Esmeralda, and decides to kill her if she won't be 'his'. He ransacks all of Paris, and kept Quasi locked up his whole life. And he thinks all of this is right and he is doing God's work.

Frollo, for what you just said. I also want to add that he's also the most evil because he's the most realistic. People actually did hunt down and execute people they didn't like in those days. Another realistic villain is Shan-Yu, who represents the brutal war lord of fierce warriors that would destroy whole villages.
Scar is pretty bad too, because he killed his own brother just to achieve his ultimate goal of power. What gets me is that most of these villains are power-hungry. Jafar is pretty twisted too, but he's into that mold of villainy that involves a desire for power that makes him more of a black-and-white villain. He's my favorite, but he's tame compared to other bad guys.
I've seen others ask this question before, and I usually see people saying Cruella De Vil just because she wanted to kill innocent puppies. While that is a nasty thing to do, and Cruella is definitely evil, there are more disturbing motives and schemes than that.

Jafar, Hades, Dr. Facilier and Scar also have some bit of power, even if it's not as much as they wanted, and are thus forces to be reckoned with regardless.
Overall, I don't think Frollo is the most "evil" one--maybe the most "frightening" or "disturbing," but I think that belief in his own sin, etc. makes him more human. If we wanted to be technically correct, Chernabog or Maleficent would be the most "evil" ones.

First the term "evil" needs to be defined. For me a character is most "evil" when the evilness does not stem from supernatural forces (i.e. Chernabog) but from their human nature.
I too think that Frollo is the most "evil" villain in Disney's canon and has the most three-dimensional personality of all the other villains. He's a well-crafted villain and not just a device for the hero(s) to have an antagonist. Unfortunately, Frollos are all around us.

Let's not confuse evil with favorites, now!
I'd like to think Lady Tremaine and her daughters can be considered "evil" just for the sake of mentally, emotionally and verbally abusing (as well as berating) Cinderella, who never harbored negative feelings toward them or malice.
Lady Tremaine doesn't have any mystical powers as well. I would also say Cruella. She wanted to kill teh puppies!

You're right, it should be defined more appropriately. Because, to me, "evil" connotes a lack of goodness. And no human person could be completely devoid of good (impo).
To me, Frollo isn't very original, in motive. I think the only difference are the results: mainly, in Hunchback, Frollo gets to kill people or pose a real threat to their lives. In other movies, they're aren't allowed to go that far (by the film makers).
I personally think Medusa would be more evil on those terms, possibly because you generally have the most sympathy for children ("Please pull me up!"/"Not until you get the diamond!"). I also find Ursula, the Evil Queen, and Lady Tremaine to be fairly evil. The Queen attempts several times to kill her own step-daughter because of beauty--the scene where she watches Snow White "die" is grotesque in its brutality. Tremaine abuses a girl all her life--neglect is a form of abuse--and never really gets any punishment for it. One of Ursula's motives is to get power, yes, but revenge is much more what drives her--she goes through people like they mean nothing, torturing them rather than killing them, and seems to do things more out of spite than out of any real motivation (was there a reason for making miscellaneous merpeople into polyps?). And then Facilier, in the most recent addition to the fold, similarly ruins people who have little or nothing to do with him (for little to no reason), and attempts to kill Charlotte's father out of greed--and likely hate of the privileged upper class, as well.
Also, Scar kills his brother, makes his nephew hate himself, and then attempts to kill that nephew several times. That far outstrips Frollo to me, personally, because of the family factor. Gaston also attempts to have Maurice instituted into a nursing home, and the man in charge goes along with it!--maybe because I've always been very attached to the elderly and the injustices they've experienced that I find this case so particularly horrifying.
I hope this doesn't sound like I'm picking on Frollo--just that I think he needs to be knocked off that pedestal people keep putting him on. There are many villains just as good as him, and some, imo, that are better. And, yes, I hate this type-casting of "black-and-white" villains, too, just because I don't agree that all of them are.

I think the queen form "Snow White"is the most evil. She has not a single spark of goodness in her ans she is also barbaric in wanting Snow white's heart in a box. And all this because she wants to be the prettiest in the land! But of course, that's the way the Grimm brothers portrayed her too.
I agree that Frollo is pretty bad too, but even he 'feels a twinge of fear for his immortal soul' as the song "Bells of Notre Dame' tells. So there's something of a consciense lurking there, even if it is a little spark.
Lady Tremaine is also very bad, but at least she got her daughter's interest in mind, not just her own. So it's not pure selfishness, like Crueally wanting a fur coat for herself made from dalmation puppies.

Symbolically or theme wise, It's supposely would be Malificant, Chernabog, or HornKing. When you see them you know, "oooh EVIL!" which is probably why Malificant always gets focus attention(or chernabog as in overshadow background) in Disney Villain merchandise.
To me I find the coachman pretty damn bad. He's smart, tactical, cunning, creepy, brutal etc.
Top it off, he got away with it.

I think you nailed it right there. The movie never explains what really happened to the rest of those kids. We just have to believe they're going to a place worse than those slave workers in Indiana Jones and the Temple of Doom. God, I swear I forgot all about that scene when we were talking about the scariest Disney movie. Because right there, that donkeys in cages scene is so freaky. And so powerful. As a kid, almost nothing in Disney freaked me out more than that scene. They were like normal kids and now they've become like victims in Disney's version of The Holocaust. And we just get on Pinocchio and get out of there without ever trying to make the audience feel like those kids are going to be okay. The movie only concerned itself with saying, we don't want to be here. We don't want to see this. That's irresponsible story telling. Edgy. And admirable. Since this is a fantasy. I can't honestly believe that whale gets more attention than this moment. I was originally going to say, as I've kind of always said before, Lady Tremaine. Because of how personal her evil was. She always cut so deep and then smiled at her cruelty. But without question, that scene proves The Coachman was worse. By far.
