The French blog The Art of Disney Animation (http://artofdisney.canalblog.com/) is reporting that The Snow Queen is back in production with a release date of 2013 being mooted. Apparently Musker and Clements have been approached to direct.

The Snow Queen is a project of longtime Disney. Often discussed, ever produced, this film inspired the tale of the same name written by Hans Christian Andersen now seems on track to finally be realized! Indeed yesterday held a meeting with Walt Disney Animation Studios in the presence of several leaders and great names of the animation division, including John Lasseter, John Musker and Ron Clements (approached to direct the film!). So in these cases, tell me why you put The Snow Queen in the Disney section of aborted projects? Well, simply because I will not tell you yet of the new version of the film, but it abandoned in 2003. This version should be the first story of a princess from Aladdin sori in 1992. But many problems have come to put a spanner in the production ... First Glen Keane, who joined the project after its animation work on Treasure Planet, decided in 2002 to leave the production team to make his own film, Rapunzel (which finally released in 2010 directed by Byron Howard and Nathan Greno, Glen had left the implementation to focus solely on the animation film). A few months later, the studios decided to abandon the project. The main reason was that at that time, Walt Disney Animation Studios wanted to stop production of fairy tales to focus on more modern stories. Moreover, the 2-D department was increasingly threatened by the 3-D, and Disney did not venture into a long film production in 2-D. In short, all these elements put together the project in the closet!
Until the new project (announced informally in 2013), I invite you to explore below some sketches of the character of the queen by Harald Siepermann, completed in 2003. These designs for the old version of the film, the queen of the new version should be completely different.
Oh, wow! I'll admit, I never read the original Andersen fairy tale (shame on me!), but I'm excited that this project is possibly back on track! The concept art looked very interesting, and even if this version will be completely different, I am sure it will still look great.
Gee, first TPatF, then Rapunzel, now this!? It's so great to see Disney returning to its roots, and doing all of these classic tales!
I LOVE the Snow Queen and have always thought it would make the perfect story for a Disney Animated Feature, so this news is very exciting indeed Please, please, please Disney if this does go ahead then it just HAS to be 2D!!
This is made of win. I'm wondering if they will villain-izes the Snow Queen (ala Hades) or the goblin/devil who created the mirror shard will be the villain.
I still would like the Snow Queen to look like that concept art with all the coats and stuff. And yea, it should be 2D which is highly likely if going by the pattern any indication.
If The Snow Queen does go ahead then 2013 would be a really good year to release it because if the Diamond collection predictions are true then The Little Mermaid should be re-released im Fall of 2013, and so releasing them at similar times makes sense seeing as they're both fairytales from Hans Christian Anderson

As I said before technically the devil/goblin is the villain as he the one responsible for making the mirror shard that affect Kai. According to the story Snow Queen did promise to release Kai if he could spell eternity which he did. So I don't know how they going to "take down" Snow Queen if she not really evil begin with. Eh we'll see.
That picture, even though it's very blurry, looks beautifully spooky. It looks like it's in 2D as well. I never read The Snow Queen but this has me very intrested.
At this point it's more than just rumors so it's safe to say this film is gonna happen. I should really read the original fairytale. To get a sense of just how Disney could adapt this. From what I've heard about it, it doesn't appear to lend itself well for a comic approach like Aladdin, The Little Mermaid and The Princess and the Frog... but we'll see...
I remember seeing an animated version of The Snow Queen back in the '80s, but I don't know which studio produced it. I took a look at all the Snow Queen listings on IMDB and couldn't find it. It will be interesting to see Disney's version.

The Little Mermaid didn't lend itself well at a comic approach either until Disney changed it to be more suitable. That was by Hans Christian Anderson too. I can't say what the mood in The Snow Queen is like since I haven't read it, but I'm sure Disney will find a way to adapt.
In the meantime, I'll see where I can find and read this fairytale.

We owned that same version on VHS when I was little, but I still can't remember which studio produced it.
I saw a REALLY bad animated version that was highly promoted when I was little. It was so cheap that they didn't even animated the characters mouths moving!
