Is the actress who plays Herst's second wife in "Citizen Kanee" also the actress who can't sing in "Singing in the Rain"?

No. Dorothy Commingore played Susan Alexander Kane, while Jean Hagen is the actress in question from <i>Singin' in the Rain</i>.
