The BBFC stands for British Board of Film Classification (although until the late 70's the C was for Censorship). Just like the US has the MPAA ratings, the UK has BBFC ratings. However, the difference is by law all films shown in the Cinema have to have a BBFC rating. What do you mean by "submitted"? And why would a film get re-submitted? I see that you list the bonus features with their running times and such...is there a website that tells you all this before the films come out?
The BBFC is not run by the government, but appointed to perform a government function. As such, their information is open to the public. You can view the BBFC website on

click on "classification decisions" on the menu for recently submitted work, or do a search for a specific item. Warning, they classify a lot of porn work, so some of the titles returned will be offensive.
We tend to get major films before the US release these days. That's because (I assume) most of us over here have multi-region players and we'd buy the US version anyway. However, we did get the Little Mermaid behind the US release (but got Bambi early).And, I know that for Disney films, often the U.S. gets them in theaters first, so we get them on video/DVD first (if I'm not mistaken). How long do other countries typically wait to get them?
