I don't get why the choices you mention are puzzling. You say in relation to other films; what films have I neglected? Bambi is style over substance (although I still respect its animation and really like parts of it); Beauty and the Beast and The Lion King appear to be overrated on this forum, so I excluded them because I think other films deserve more votes; I haven't seen Mulan and Tarzan in full for some time so I can't accurately judge them; while I like Cinderella, I think its extreme amount of filler partially spoils it; and 101 Dalmatians is somewhat overrated.
In defence of the films you mentioned: The Rescuers is one of the most touching DACs and it has some of Disney's most well-developed characters and beautiful songs; The Jungle Book is a lively, well-animated film with great songs and an interesting philosophical side, showing us the pros and cons of different lifestyles in highly inventive ways; Ichabod & Mr Toad's two halves may not fit that well together, but the film (along with the other package DACs) is underrated, and I think it features some of Disney's most amusing, frightening and suspenseful sequences ever; Winnie the Pooh is a uniquely innocent, hilarious film with great characters; Great Mouse Detective is witty, exiting and features one of Disney's best villains; Alice in Wonderland arguably lacks heart but is full of great animation, music and great comedic characters (and if it is more-or-less a comedy, since when do comedies require 'heart'?); Sword in the Stone suffers from lazy and forgettable designs, but manages to delight, excite and features a great villianess and some memorable songs; and Three Caballeros, while being uneven in parts, is one of Disney's funniest films.
Perhaps Three Caballeros, Sword in the Stone and even Alice in Wonderland aren't as good as the aforementioned films I neglected, but all three are quite underrated and they deserve more recognition (hence why I included them on my list).

I don't know about Goliath, but when it's done well, I love heartwarming cuddly stuff. Winnie the Pooh does it well, with charming characterisation, innocent yet hilarious dialogue/gags, and a couple of surprisingly bittersweet scenes. Also, the surreal "Heffaloomps & Woozles" scene is no "Pink Elephants on Parade", but is a terrific mixture of dazzling animation and entertaining music nonetheless.
