No, there are only 3 regions for Blu-ray, as opposed to 6 for DVD:
A North America, Central America, South America, Japan, Taiwan, North Korea, South Korea, Hong Kong, and Southeast Asia.
B Europe, Greenland, French territories, Middle East, Africa, Australia, and New Zealand.
C India, Bangladesh, Nepal, Mainland China, Pakistan, Russia, Central, and South Asia.

It lists which Region A (largely US) discs work on Region B players. As you can see from that list, some Disney titles have been Region Free, others have been locked. The Region coding has been iffy on Blu-ray thus far. It isn't compulsory, but many studios are electing to include it (as opposed to HD DVD, which is pretty much Region Free). Warner, for example, have been releasing all of their Blu-ray Region Free, because they also released the HD DVD, and it was pointless having one Region Locked and the other Free. However, with Warner now Blu-ray devotees, there is a question mark over whether they will start implementing region coding as well.
You may also find that some Blu-ray players are region locker for DVDs as well (i.e. a Region B Blu-ray may only play Region 2/4 DVDs etc).
