I had to go with The Queen Of Hearts, even though I just watched both movies recently and Judge Claude Frollo scared me quite a bit. Even though he's more realistic, you can't beat the Queen of Hearts.

As much as I want to vote for the villain of my favorite Disney movie, Judge Claude Frollo is by far a better villain than the Queen of Hearts. I won't be too upset if she wins, though (and she seems to be) since I like her quite a bit.
