How come the US Sleeping Beauty video reissue took ages?

This article on IMDb got me thinking about
Sleeping Beauty on video in the USA. From what I hear, it's first release was in 1986 and it got re-released in 1997, the same time period that it took
Tramp to reappear on video. How come the USA video re-release had such a big gap with its original release? The UK re-release came in 1996 (a seven year wait since the original PAL release in 1989), so why did things take so long in America?

One of the many reasons, was that they did a major restoration job on Sleeping Beauty when they re-released it. I have compared the Black Diamond VHS edition, and Masterpiece VHS Edition of Sleeping Beauty. And the differences are highly different, every scene they restored.

in the states we have something called moratorium and it last 10 years. Sleeping beauty was suppose to be re-released in theaters before her reappearance on VHS but she never did.
