Global Priority Mail service is available to Jerusalem, Tei Aviv, and Haifa for $8.00

So figure a total of $38 instead of $35

Also he wants it register mail, you can't do that with Global Priority for that price. Just letting you know, I have had request from Israel and the Middle East before but shipping killed the deal.

With Global Priority (approx $11) you can't do any type of registration or tracking.
The cost is just a flat rate in a priority envelope nothing special..
