No to both questions. It was released in April of 2000, and isn't likely to be revisited soon.
Read the review, which answers both questions:

I should say to Andy, that being from the UK, buy the UK edition. For once, we got a better release. The US DVD was lacking in terms of extras, but the UK DVD did improve slightly. We didn't have the trailer, but replacing the other two kiddy fluff pieces, we got something fairly interesting; a DVD gallery, a making of and a classic short.

I'd say if anything it'll appear on blu-ray before it gets a new DVD release.

Seeing that my dad strongly discourages me buying more DVDs with the High Definition format coming out. I'll just wait to get The Aristocats in blu-ray...whenever that happens
Meanwhile my VHS copy is still semi good

I find that kind of funny, because if you take that mentality, you're going to be waiting forever for the "new" thing to buy your movies. Once HD-DVD comes out, work will immediately begin on the next big thing, will you wait then too?
HD-DVD players WILL be backwards compatible with ALL current DVDs, and unless you are REALLY looking, you probably won't notice any major differences between current DVDs and their HD-DVD compatriots (Unless the video on the current DVD is of sub-par quality)
