What is with the baned ratings?

How come Tangela is listed as "in the Vault" here:

While Art of Disney is listed as "banned deadbeat" here:

P.S. What did Art of Disney do to get banned?

ArtOfDisney screwed someone of their Secret Santa gift, so I've heard.
Tangela says In The Vaults because that's the way Luke likes saying someone's banned. If you look at BasilofBakerStreet, his says In The Vaults too.

That's right artofdisney never sent a member his gift even tho he got one. So luke was nice to send this member a gift to make up for Artofdisney's dishonesty! I hope this year we don't see this type of acts from any members. If you dont have $$ please don't apply it's not nice to rip someone off!

Why did BasilofBakerStreet get a banning?
I wasn't here when he got banned, but in a chat, I think Luke explained it to me. Apparently, BoBS would post EVERYWHERE, basically one-liners and fluff, nothing very significant, just to up his post count. Maybe someone else can explain it better.
