Balloon World

I believe I already asked this in another thread, but have anyone of you heard of or seen a cartoon matching this description?
It was probably similar to Music Land (SS). I remember everyone and the was made out of balloons, and there was this bad guy that was popping all the ballons. I'm wondering if this was a Silly Symphony. Sorry I don't remember that much about it. It was soo long ago that I saw this cartoon... But I remeber that I really liked it, and was wondering if I could maybe expect to see it on a future Silly Symphony set, but don't know if it was part of the series, but from what I can remeber, it seems like it would be a perfect SS.
Anyway, anything you could tell me would be helpful.
