Not much is known about it so far:

Lou is something inside a lost-and-found box, is directed by Dave Mullins and will most likely be released before Cars 3.

First still and synopsis for the short:
An unseen creature in a school’s lost-and-found bin helps teach a bully a lesson in Lou, a six-minute short directed by Dave Mullins, produced by Dana Murray and showing in front of Pixar’s next feature film, Cars 3 (in theaters June 16).
With baseballs for eyes and cloaked in a red hoodie, the title monster keeps a watchful eye on the kids on the playground in secret from his box. A boy named J.J. is a real terror, snatching a video game from his classmate and kicking a girl’s stuffed animal into a basketball hoop, and Lou decides it’s time for a high-jinks-filled comeuppance.

Sounds a lot like a certain
scene from Toy Story.

That's the first thing I thought too when I read the synopsis. I hope they differentiate it enough from that moment in
Toy Story. Well, at least this short will also show the bully's point of view and explain why he acts that way, according to the director's words in the article. That part sounds interesting.

I'm growing increasingly bored by PIXAR. A short about a monster in a Toy box?
Do they pitch these things out loud?
Regime change at WDAS and PIXAR should be happening before audiences catch onto their repetitiveness or otherwise they'll be in trouble. Especially with how Lasseter has brandend himself the saviour of animation. He's not just stepping down.
Barf.

I don't think they'll ever catch on. Pixar is fooling critics despite their apparent repetitiveness and exhausted formula, do you really think audiences will be any wiser? People just seem to like the same present in different wrapping paper.
As for a regime change, that's never going to happen. Lasseter's tight grip is never letting go. Only if he retires due to age or something there'll be a change but even then Andrew Stanton is the most likely candidate to take over and I highly doubt he'll be any better. In fact, I think he would be worse.
