Time period in Mickey's Toontown (Disneyland)

Do we know exactly if there is a certain time period in Mickey's Toontown?

Imagineering's Backstory places it being a little more present day, though Roger Rabbit ride seems to contradict that setting to an extent.
Story is that the Toontown at Disneyland is where the Toons get away from some of Hollywood's hustle and bustle and it's a little quieter and more relaxing there. When Walt was looking for a place to build Disneyland, on a visit to Mickey's, Mickey suggested building it on the orange groves right outside Toontown. This allowed the Toons the convenience of visiting guests in the park, but the town was still kept separate from the park until they dug the tunnel underneath the train tracks to invite the guests in.

I know about the backstory. And actually, my question is based on something so small and so inconspicuous, it would not matter much otherwise. That something is the license plates on the backs of "Lenny", the cab you ride on in the Roger Rabbit ride. The year on it is for 1947, the year in which "Who Framed Roger Rabbit" was set. The Disney-themed license plates on the wall in the queue nearby also backs this up, showing off years between 1931 and 1947, if you look at them carefully.
On the other hand, inside Mickey's House, one of the books on the bookshelf is labeled as being made in 1954, so that kinda muddles things a bit.
