I've never heard that before, where did you find the quote?
My #1 pick would be pretty much every other scene in Return to Oz, but mainly the one where Dorothy has to get Mombi's key with her original head.
Something Wicked This Way Comes (if you hate spiders, avoid this one) and The Watcher in the Woods have some freaky stuff too.
I'm suprised nothing from Pinocchio made you list as I would have picked the scene were Lampwick turns into a donkey or the line "...AS BOYS!" from the Coachman.

Yeah,
Pinocchio was the only film that ever really
scared me as a child. But I’ve thought of a few scenes that creeped me out:
- The ending of
Bambi
- Ursula’s Garden ~ Either the first scene where they're shown, or where the one polyp grabs onto Ariel trying to keep her from going in.
- "Hellfire" ~ The latter half of Hunchback was intense for me as a child when I saw it in theaters, probably because I honestly didn’t understand wth was going on…
- The Monstro Chase scene
- Scar Murders Mufasa
- Shan-Yu decides he only needs one messenger for the Emperor.
- Belle explores the West Wing.

Definitely my number-one! Still gives me the creeps, at age 19!
This isn't exactly one moment or scene but Mother Gothel also freaks me out mostly because my mom is like her hahaha.

It's decision time!
-When Snow White is almost killed and she has to flee
-When Lampwick turns into a donkey, and Pinocchio starts to as well
-When Chernabog's face appears behind the dancing figures
-The death of Bambi's Mother
-Malificent's transformation into the dragon
-When The Horned King releases the army of the dead
-When Ratigan has one of his cronies killed
-The Beast's introduction
-Mufasa's death
-Frollo's evil grin as he has Esmeralda burning at the stake
Some honourable mentions
-The Evil Queen's transformation into The Old Hag
-When Stromboli threatens to turn Pinocchio into firewood. The old puppet with the axe in it is spooky.
-When the T-Rex is first seen in
The Rite of Spring. It's a boring segment, but that moment terrifies me.
-The start of
Pink Elephants On Parade. The rest is creepy, but the moment when those first four ghostly elephants appear in the shy takes the cake IMO.
-The build up to the bully bear's introduction in
Fun & Fancy Free )(I know. Aren't I pathetic?

)
-When the Cheshire Cat fades away at the end of his first scene. He's creepy anyway, but that moment in particular gave me nighmares when I was little.
-That deep booming voice at the start of
Heffalumps & Woozles. The rest of it is just weird.
-When the scene fades out as Ursula is turning into vanessa.
-Gaston's death. He doesn't deserve much sympathy, but it's so still pretty spoky how his scream echos.
-Clayton's death. The shadow gives me the creeps
Sorry to ramble, but this is a subject I can say alot on as I'm not the bravest viewer

I agree with most of the things you guys already mentioned, but the scenes that scared/scares me the most (from what you said):
- Maleficent lures Aurora to the spinning wheel in Sleeping Beauty (the whole setting and music is really creepy)
- Maurice and Philippe get lost in the forest in Beauty and the Beast (although I always find that part more sad than scary)
- Belle explores the West Wing
- Pinocchio (yes, the whole movie

that's one of the reasons I really don't like it)
- The Evil Queen's transformation into The Old Hag
- When The Horned King releases the army of the dead

I can't really think of moments from any Disney movie that actually scared me. I would hate to just repeat what everyone else has been posting, so I will post the moments I found to be creepy instead.
-The Queen turning into the Hag (Snow White and the Seven Dwarfs (1937))
-"Poor Unfortunate Souls" or Ariel giving her voice to Ursula(The Little Mermaid (1989)

For me it's the scene where Lady Tremaine follows Cinderella up to the tower and locks her in the room. Brrrrrrr that always gave me the chills lol it's a combonation of her glowing eyes, the shadows, creepy music.
Pincocchio scared me as a kid as well but there was another movie version of Pinocchio that was even scarier James Earl Jones vooiced the villain and it was just plain freaky lol.
The shot of the Hag staring at Snow White through the window with a murderous smile is another honorable mention. I always loved the scene where Maleficent hypnotized Aroura the music is badass! Ursula getting huge at the end use to freak my brother when ever we watched the movie he would always grab onto me at that part lol.

The only part which ever scared me as a kid: when Ratigan tears of his clothes and 'transforms' into a real rat and fights Basil with his huge sharp claws, in The Great Mouse Detective.

Back when I used to babysit little niece, she would get a chuckle out of the Coachmen's face during his infamous line: "They never come back.. As BOYS!"

The whole Madam Mim scene was scary as hell to me, when I was a small kid, but the moment where she turns into a human/pig abomination is especially creepy. I still feel that way.
The opening scene of The Great Mouse Detective is also pretty terrifying. Especially when Fidget breaks through the cupboard and you get that extreme close-up of his face.

I'm surprised nobody has mentioned the close-up of Cruella DeVille's crazy, almost devilish face as she's pursuing the dogs in her car. That really frightened me when I was younger, so much so that I had to leave the room whenever that scene came up.
Another scene that scared me was the scene in Snow White when, after the Evil Queen turns into the hag, she cackles at the thought of Snow White being mistaken for dead and buried alive. That freaked me out.
The scene in Beauty and the Beast when Belle asked Beast to step into the light so she could see his face, and the following pan-up to Beast's face, and the creepy bell-tone music that plays as Belle sees his face from below was frightening to me as a child, too.

The Coachman's grin was definitely scary.
I'm surprised nobody brought up Judge Doom. I mean it's creepy enough that he heartlessly murders an innocent cartoon shoe but that scene at the end where he reveals himself to be a Toon--brrr! I can't believe this was marketed as a family friendly movie about cartoon characters. The critics even made it sound that way. I mean don't get me wrong the movie's awesome but I'm still having a hard time mustering up the courage to see the scene. Those red eyes...that insane scary voice...This was the part I always walked away from and I'd ask my dad to let me know when he melted. The funny thing is it scared me even more as 12 year old than as a three year old.

- The kids in
Pinnochio turning into real donkeys, and especially The Coachman's face
