They are, but the majority of live-action films almost never receive the amount of attention like Mary Poppins, and that's by both the studio and the fans. Even the hit-or-miss movie Bedknobs and Broomsticks and the sci-fi epic 20,000 Leagues Under the Sea.

Hmm... Not sure if I can think of 10 films, but I will try with 5.
1.A Goofy Movie (1995) - I remember blind buying this on video and loving it. I used to watch the tape all the time.
2.The Emperor's New Groove (2000)
3.The Rescuers Down Under(1990) - I have not seen this in a while, but I remember liking it more than the first.
4.The Three Caballeros (1944) - I had this taped off the Disney Channel and I remember always watching it (though it got cut off halfway).
5.Fantasia 2000(1999) - Not as memorable as the first, but still very enjoyable.

Hey there, I see that you're new, so welcome to the forum! We've had a number of discussions like this, but I will join in and make a more up-to-date list.
Ratatouille
This may be a Pixar production, but I think that it is criminally underrated. It's easily one of the best animated films, beating most things that Disney has done since 101 Dalmatians (that's not to say that anything produced since then is bad
). Brad Bird is easily one of the best animation directors in Hollywood today, certainly beating Andrew Stainton.
Return to Oz
This was always my go-to underrated film, but it does certainly have a cult following to fan that reputation down a bit. Needless to say, it's delightfully dark and deranged.
The Sword in the Stone
This is a personal favourite of mine, and I like its message of "a noggin full of knowledge being the magic key" (to quote one of the film's deleted songs). And while I'll admit that the look of the film isn't as successful as that of 101 Dalmatians (whose visual formula this film tried to replicate), I still find a certain charm to it. I suppose it resembles a contemporary illustration of timeless material more than anything else.
The Aristocats
It was the first film made without Walt, and it follows the proven formula of The Jungle Book quite a bit. But there's a certain charm and fun energy to this one.
Robin Hood
As with The Aristocats, not particularly creative, but it has a certain je-ne-sais-quoi.
Lilo and Stitch
A very good film, overlooked as it came in a bit of a turbulent time and spawned a whole load of corny spin-offs and inescapable bad merchandise (especially in the theme parks).
Treasure Planet
I used to dislike it, but I've come to like it a lot more. It's honestly a tragedy that it flopped at the box office, as it was truly an intelligent film, even though it has its faults and the odd infantile moment.
20,000 Leagues Under the Sea
Obviously it's among the better known of the Disney live action films (eclipsed only by the likes of Mary Poppins and the Pirates of the Caribbean films), but it certainly could do with more recognition. It's easily one of Walt's best, and probably most complex, film.

Nearly all of Musker’s and Clement’s films (The Great Mouse Detective, Hercules, Treasure Planet, and The Princess and the Frog). I honeslty have loved all of M&C's films--obviously, considering near all of them are in my top ten. Though each of their films has their own set of flaws, I always love what they do with their stories. They especially have a knack for making interesting, sympathetic, and relatable protagonists.
The only other one: The Sword in the Stone. I would also throw in Pinocchio, but it's not exactly underrated these days.

Barring made-for-TV movies, I think I agree with you. Though, should we add Old Yeller and Pollyanna to the list with MP? I think Old Yeller is probably the second most critically praised and movie-buff cherished of Disney's live-action films. And let's not forget The Parent Trap. Wait- just forgot The Shaggy Dog. Definitely an overrated film. So, other than that film, and the TV-movies, and that jive turkey known as Song of the South, I think I can agree with you.
I especially enjoyed The Moon Spinners and The Absent Minded Professor.
As for animated films, I think it's just plain sad Fun and Fancy Free doesn't get more love. But for the rest of them, I hope everyone on UD remembers how little fondness I have for the Wind in the Willows section of Ichabod & Mr. Toad. So, I have to disagree with its' multiple nominations in this thread so far.

The Rescuers, obviously. Frank Thomas and Ollie Johnston called it "the best film we made without Walt" and I whole-heartedly agree. It had the warmth, the heart and the atmosphere of Walt's films.
Another one is Oliver & Company, which usually catches a lot of flack for its supposed sloppy animation, but I just don't see it. I think it has good animation, memorable characters, catchy songs, great sense of humor, wonderful voice cast etc. Okay, it doesn't come close to the 'big ones', but it's not as bad as its reputation would have you believe.
