Are Ghost in the Shell and The Matrix the same movie?

Definitely not.
The Matrix was inspired by THE LOOK of Ghost in the Shell, and even then before Ghost in the Shell there was Blade Runner.
The Matrix is about how the machines have enslaved humanity by storing their body energy and keeping their minds inside of a computer world. Ghost in the Shell is about a futuristic world where robots co-exist with humans and solve crimes, often involving other robots.
If anything, Ghost in the Shell "stole" from Blade Runner.

Ghost in the Shell is called that because of the matters of a human soul. That's why it's called "Ghost" (soul) in the "Shell" (body).
And I think this guy is a troll, watch out.

But i think that they are different. The matrix is among the popular movies of 1999. I love this film. It includes a lot of thought provoking material.

If anything Inception is more similar to Matrix than Ghost in a Shell.
Ghost in a Shell is more about mankind and it's dystopian world where man evovle to cybernotic level. And one of question in the theme is if man still man even if only thing left in the body is their brain.
Although the manga, which I have and like alot, goes a bit further and little bit different in it's route.
