Blocked from sending a PM?

I got a PM and I tried to respond but got a message saying that administrators have blocked me from sending PMs.. What do I do?
Members who joined UD during or after June 2006 don't have sending-PM abilities as it was a way to cut down on the bandwidth used. If you want, you can e-mail Luke and ask him for PM use.
