It doesn't match the one she wore in the movie. The things on her shoulders should be white and the things by her waist should be white as well. Why would they make they a different color?

The colors of Cinderella's dress often change. In the film, the sleeves and trestle are lighter. The dress wasn't meant to be blue. It was meant to be sliver, but in the moonlight while she was dancing with the prince, it looks blue. This is typically how Disney portrays the dress elsewhere.

When you see Cinderella in the parks, she has a few different variations of her dress. The one they use in shows and parades looks more like the dress in the film and is very expensive.

For this reason, they don't let her wear this when she meets people and takes pictures with them. This way, if people have dirty hands or somebody spills something on it, it's not a big deal.

I have a problem with the costumes in the parks not looking exactly like the ones in the film, but I know they want to do artistic things with them and they can't be as exact and perfect as an animated film either.

Now that Cinderella lives with the Prince, the Fairy Godmother could give her the ball dress to wear permanently, like the glass slippers stayed glass slippers after midnight. Or the Prince could have given her a dress just like the one she had at the ball because he's rich and the Prince!
