You can find it as part of the Walt Disney Treasures line in the volume Disney Rarities. I believe you can find the collection new for sale still on Amazon.

It's spin off album, with songs from the short and additional ones, is on the itunes store.

The album is called Tinpanarama. If you search "Symposium of Popular Songs," you won't find it.
