Do the streetcars stop anywhere to pick up people or do they keep moving?
We saw them at WDW and I thought about riding one but I never saw them stop anywhere.

Yes, the horse drawn trolley plus the other Main Street vehicles (the Omnibus and the fire engine) all stop in town square in front of the train station to both pick up and drop off guests. The other stop is at the hub, in front of the castle. Within town square, there are rather inconspicuous signs that tell you where to stand for each, but they are above eye level and most guests never see them because there is so much to look at.
At Disney World, the Main Street vehicles can't run as much as they used to, due to frequent events throughout the day, including almost hourly performances of Dream Along with Mickey, the morning Trolley Show, the Move It, Shake It, Celebrate It street party that performs three times a day, and the Celebrate A Dream Come True parade. I didn't include the night time entertainment because the vehicles don't usually run after sundown anyways. So if riding the vehicles is a priority during anybody's visit, be sure to get there early and if they aren't running, ask Main Street cast members when they will be. I repeat, ask MAIN STREET CAST MEMBERS. Nobody else in the park will know the answer to your question.
In Disneyland, it is much easier to randomly find the vehicles running, since there is not as much going on. Celebrate! A Street Party comes through Main Street twice a day and other than those times, the vehicles are free to run, and they usually do.
