Frollo killed Quasimodo's mother, kept Quasimodo secluded and ashamed his entire life, and attempted to kill: the gypsies, the Archdeacon, Phoebus, Esmeralda and his "foster son."

While I certainly think Ursula is evil, she's not a murderer by nature. Even though she planned to pin Ariel to the ocean floor in the end, that was only after her sole friends for, presumably, years of banishment were killed. She's my favorite Disney Villain, so don't think I'm taking her less than seriously.

What makes Ursula evil? She wants the trident to have power. She is a schemer. She turns merpeople into polyps. She tries to kill Eric and Ariel.
