I think there might have been a thread on this already.
Anyways, here are some top faves, not really in order:
Rescuers Down Under
Fantasia 2000
Bambi 2
Lion King 2
Twice Upon a Christmas
Beauty and the Beast Enchanted Christmas
Toy Story 2
Aladdin and the King of Thieves
Could be forgetting some. Most of the others are just good or so-so. A few are outright bad. Also, there are a small few I haven't seen yet.
And I'm hoping TinkerBell will be awesome.

Fantasia 2000 (Duh!)
&
Toy Story 2
These are the downright best sequels in both Disney and PIXAR (well, their only), and these are probably the best sequels of any movie.

Ahem, a little movie called The Empire Strikes Back is probably the best sequel ever.

If we're talking the DTV sequels, I'd probably say the best are BatB: Enchanted Christmas, Lion King II, Return to Neverland, Bambi II and Jungle Book II. The Winnie the Pooh sequels are usually entertaining too, but that's become more of a series than individual sequels as such.

Fantasia 2000 is not a sequel as many of you have said. It was a totally different movie unto its own. Just because it included "The Sorcerer's Apprentice" doesn't make it a sequel. That's is why is was titled "Fantasia 2000", so it wouldn't get confused with the original "Fantasia", which in my own opinion will never be equalled.
My two favorite 2-D sequels (so that elminated Pixar movies, ahem!!) would have to be "The Rescuers Down Under" and "Jungle Book 2".
Since everyone knows how I feel about direct-to-video sequels, those that never made it to the theater, I will have to limit my favorites because I usually buy them used several months later. These are not my favorites, but since I am a completist with the Disney animation I do have them, except for that poor "Atlantis" sequel which I will never buy, and if given to me I will give it away.

Well actually Fantasia 2000 could be considered a spinoff, and this topic is about favorite sequels and spinoffs...
Anyway...my ultimate favs are...
Bambi II
Lion King II: Simba's Pride
Lion King 1 1/2
But I also like...
Mulan II
Lilo & Stitch the series
The Legend of Tarzan tv series
Jungle Cubs (Jungle Book tv spinoff)
The Rescuers Down Under
I cant think of any others, there are still a few I have yet to see but I doubt they'll make the list anyways

Toy Story 2 is NOT 2D. Sorry to break it to you.
Anyways, It's hard to pick favorites for DTV sequels as i see them all as mediocre at best. Rescuers Down Under is the only good sequel to a Disney film.

Granted I have not seen many; but of the ones I have seen I would say my favorite is Lion King 1 1/2.

Pooh's Grand Adventure: The Search for Christopher Robin is mine, hands down. I also think the other Pooh sequels/spin-offs, Aladdin and the King of Thieves, The Lion King sequels, and Lilo & Stitch 2 are pretty solid, as well.

Well Im not a big fan of Disney sequels. But some of them are okay.
I guess my favorites are:
The Lion King 2: Simbas Pride
Aladdin 2 and 3
Lilo and Stitch 2 was okay.
I really didnt like Cinderella 2 or The Little Mermaid 2. I like the first ones a lot and the sequels kind of ruined them. But Im giving Cindy 3 and Mermaid 3 a chance to revive themselves from sequel hell.

Okay, my bad about mentioning Toy Story 2, but sheesh, just ignore it!
Anyways, I forgot "The Tigger Movie" in my list.
Also, I have to agree that Empire Strikes Back is probably the greatest sequel ever, ha.

For theatrical, I'd have to go with Fantasia 2000. As for direct-to-video, Pooh's Grand Adventure would undoubtedly go to the top of my list.

The Rescuers Down Under: I have a special attachment to this movie, mostly because it's the first Disney movie I remember seeing in theaters. (I did see TLM but I have no memory of that.) Afterwards, my parents took me to McDonald's and my Happy Meal toy was a tiny viewmaster featuring a Cody scene.
The Lion King 1 1/2: This was a relief after the trainwreck called Simba's Pride, which I found heavily disappointing in all areas, especially character development and dialogue. TLK 1.5 isn't perfect (can you say MST3K rip-off?), but it's enjoyable for what it is. I'm surprised that many people don't understand the facetious nature of the movie and how Timon and Pumbaa (not the movie itself) are re-writing TLK's canon to overinflate their importance in Simba's life.
Return to Neverland: It was not the blasphemy I feared it would be. I steered clear of it during its theatrical run and initial DVD release, but when I caught it on Toon Disney earlier this year, I was impressed. There were a few moments that pandered to a modern audience and some cliches here and there, but it stayed true to the spirit of the original.
Bambi II: Unecessary and too sickeningly cute in some scenes, but it could've been much, much worse. Still, the aesthetics are gorgeous and the characters are on-model. I didn't feel the urge to blink it out of existence like I wish I could with Scamp's Adventure.
