Okay...I have my 50 required posts, but I don't know how to get an avatar...
Could someone help me?

Click on "Profile" in the top-right corner. Scroll to the bottom. Be sure to read the UD Forum Guidelines for avatar regulations.

Can I use the avatars off other sites on this one?

Yep, you just get the URL for the avatar you want to use and put it in the "Add avatar from a URL"......thingy. If you do it correctly, it should work when you hit "Submit".
