How do you change the KB of an image?

I was trying to upload a picture from my computer as my avatar and it said that it has to be less than "20 KB". Does anyone know how I can make my picture less than 20 KB? Thanks!

I joined Photobucket.com which is a free site, I download or upload my pictures there and change the size

If you have a photo-editing prorgram like Paint Shop Pro or Adobe Photoshop, you can alter compression settings so that the image takes up less space, without very noticeable loss in quality. If you've got an uncompressed 100 x 100 JPEG that's like 27 KB, it should be no problem. An elaborate animated GIF of 100 KB or more, on the other hand, is unlikely to be suitable for uploading to the site. Linking to an off-site avatar is always a possibility, since the KB restriction isn't enforced. Of course, that depends if the site you're linking from will allow it.
