Character ID help

Ok, I can’t seem to find information about this character that I am sure was a Disney animated character. All I can remember about him was that he was a duck, kinda looked like Scrooge McDuck, wore glasses and sang a song about colors. Does this ring any bells??

Sounds like Ludwig von Drake to me...

Don´t you remmeber if he was wearing a laboratory cloth or if he was an inventor?

Blend them all and what do you get? something something and aqua! Mauve, beige, and aquamarine and every color in between.. (something unintelligible) Color has its harmony and just as I have said!

Yes, <b>Kram Nebuer</b> I think that was the song, so it had to be Ludwig von Drake. I havent seen him in ages.

He's in the house of mouse series & mickey mouse works series too.
Sometimes he comes off as a sort of hero w/ his inventions & other times he comes off as a annoying know-it-all & drives mickey & the gang nuts. All & all u can tell he is a relative of donald duck!! But even at times- he even drives donald nuts.
