Well... a tower is very limited space. They cant make an attraction out of it. Maybe it could have been a store?

Not even that from what I understand. Rapunzel will be over at Fairytale Hall.

But they'll be a spot to charge your phone.

Yeah, I'm not sure what else they could use for Rapunzel tower. It looks too small and even if they did make it into a walkthrough like the Swiss Family Robinson/Tarzan tree, it wouldn't be quite as interesting and because of the size, very crowded.

No, the bathrooms are located on the ground near the tower.

Sorry for resurrecting an old topic, but the official word is that the area will become a restroom area. The unofficial word is that one building will indeed host a Tangled meet and greet, possibly near the building with the tower (which is like in Disneyland).

My theory is that they are moving the bathrooms to the new area so they can expand the Peter Pan's Flight area and finally begin work on the long talked about interactive queue.

As for Rapunzel and the fairy tale hall, in the current banner they have up in the building, they have Cinderella, Snow White, Tiana, Aurora and Jasmine, but they removed Tiana and so it is just four. Yet, artwork for the area depicts an area for Tiana and even Mulan and Rapunzel were seen and talked about. MY theory is that this will work similarly to the former Disney Princess area at Disneyland: they rotate the princesses every day so every once in a while you might see Jasmine and Mulan, even though Jasmine can also be seen at Aladdin's oasis (and at the Magic Kingdom, she makes very rare appearances outside the Marketplace in Adventureland).

So, Rapunzel could be in her area, then transfer over to the fairytale hall either in the evenings or rarely. Again this is my theory and Disney could have different plans altogether.
