- Well i love all the Villains, I voted for Maleficent her laugh is very chilling, when i was younger i used to be scared of her, but now i love her! LOL! If i had to pick a second choice i would be Cruella De Vil, she is my favorite villain, and she has a very distinctive laugh!

"Thirsty? Have a drink!!" this scene just cracks me up now because of how she says it.
"Now I'll be fairest in the land!!"
The old hag's cackle is scary because it sounds so insane and maniac-like (couldn't think of the adjective). She's freaking crazy and obsessed, she is most definitely the scariest. She was played by Lucille La Verne, who did wonderful voice work. Lucille La Verne was also Vengence in the first movie version of A Tale of Two Cities. She was crazy and insane in that too!
Though IMO Maleficient is first runner up. She has a demonic laugh and a more refined evil cackle.

I was about to go with Ursula or Maleficent, but then I remembered my favorite of all Disney bad guy laughs... the Headless Horseman. His laugh seems the most evil to me.
