Dude, all the icons are on the bottom of the main forum pages. Just scroll down all the way and there's a legend that shows the icons for new posts, no new posts, locked threads, etc.

LOL, no. It's both, mainly because I don't really know much about how Loomis really thinks (been here only a month).
