Not surprising using the latest cover for VHS and DVD into Blu-Ray "oh well".
The annoying part is there only 2 special feature added "somewhere out there" sing-along and theatrical trailer.
It could be better addition special feature were added like making of the firm, tv spots, deleted/alternate sense (including the ending) and music video and addition sing-along
P.S: This Blu-Ray confirmed as Region Free (can play on any Blu-Ray player, ps3, ps4 and xbox one)

Excellent news. A Don Bluth classic, and a big part of my childhood. Hopefully Land Before Time isn't trailing too far behind.

An American Tail: Fievel Goes West was
released on Blu-ray on July 04, 2017.
The original was
re-released on Blu-ray on October 16, 2018.
A complete collection with all four films was
released on DVD on June 13, 2017.

I was searching to buy the movie on Blu ray but the cover here in Europe is awful
