All these remakes are meant to be easy money grabbers, and most of them succeed in this purpose.
They don’t really care about giving a more interesting in-depth study of a character, they just want to give you the ILLUSION they go beyond what has been made in the past (which is not the case most of the time).
Plus, it is not Disney’s speciality to produce any kind of R-rated movie.

Joel Fry is set to play Jasper in Disney’s “Cruella,” a live-action origin story based on the classic “101 Dalmatians” villain Cruella de Vil. In the original cartoon, Jasper was one of the bumbling crooks who along with his cohort Horace, kidnapped the 101 dalmatians for Cruela Dev Vil. Paul Walter Hauser will be playing Horace in the upcoming film.

Anyone feel Disney is losing confidence with this film? We're a year before it comes out but we're only now hearing casting. No teaser, no poster, nada. I feel with Aladdin, TLM and Lion King at this early stage of their development we knew much more.
Maybe they're gonna throw this for the streaming service.

I wouldn’t worry! It’s just not a CGI heavy film. The only reason we hear so much so early about these big tentpole films is because they require a massive amount of prep and then on top of it an extensive amount of time after for CGI. It’ll be fine! It just is the nature of the film.

So, it's also confirmed now that Paul Walter Hauser is playing Horace and not Roger in the film. I like the actors they have chosen for Jasper and Horace. I wonder if there will be more casting announcements soon.

I don't think
Cruella will have its own panel, but the film will surely be part of the presentation of upcoming Disney live-action films from the studio. And I think you're right, they'll probably reveal the rest of the cast there.

Makes sense, why would they put a movie about a villain for Christmas?
Disney's 'Cruella' Moves to Memorial Day 2021
In a twinned move, Disney also announced it is pushing back Cruella from Dec. 23, 2020, to May 28, 2021, the beginning of the lucrative Memorial Day weekend. Emma Stone stars as Cruella de Vil, the villain of the 1961 animated classic 101 Dalmatians.
It's not a surprise that Disney is moving Cruella, since Steven Spielberg's West Side Story — another property inherited in the Fox deal — is opening over Christmas 2020.

Disney also removed an untitled live-action film, once dated for May 28, 2021, from its schedule.

Forbes gives another possible reason for the delay:
Director Craig Gillespie's live-action fantasy moved for two reasons. First, arguably, it was about giving breathing room to Steven Spielberg's West Side Story (opening December 18, 2020). Second, now that Aladdin broke Disney's long "curse of the Memorial Day weekend bomb," they may have renewed interest in slotting a bubbly and family-friendly flick over the family-centric holiday weekend.

Hmmm, I can't see Cruella having the same family appeal that Aladdin did but I could be wrong. The Christmas setting suggested it was an awards bait film but I doubt this will be another Saving Mr. Banks.

Sorry, when I said Christmas setting, I meant that the film was originally meant to be released during Christmastime, not that the film was actually set in Christmas. Unless, Cruella's distaste for dogs began with some tragic holiday gift lol.

If Disney thinks that because Aladdin premiered during Memorial Day weekend they can replicate that success by scheduling Cruella in the same slot they're delusional. I doubt Cruella can even make Maleficent money let alone Aladdin money as it doesn't have any fantasy elements for it to reach a broad audience. Memorial Day weekend will only hurt its box office potential.

Emma looks great! Still not sure what to think about this movie before it comes out, but Emma Stone should be good fun.
