Is there a difference between DVD pressings?

I noticed that certain dvd discs come different. I bought recently Lion king 1 1/2 and it came damaged so I exchanged it. When I got the new one I noticed that the one I returned the disc art was smooth and the new one I got was sort of scratchy. Is there a difference?
